Sir:

Your Committee on Judiciary, to which was referred S.B. No. 630 entitled:

"A BILL FOR AN ACT RELATING TO INTOXICATING LIQUORS,"

begs leave to report as follows:

The purpose of this measure is to authorize reciprocal shipping of intoxicating liquor under specified conditions.

Your Committee received testimony in favor of this measure from Tedeschi Vineyards, Ltd., Volcano Vineyards, LLC, Wine Institute, and an individual.

Your Committee finds that a reciprocal shipping measure, will do for Hawaii's present and future wineries and grape growers what reciprocal shipping has already done for the small wineries of Oregon and Washington--enable direct sales to consumers in neighboring states. Small wineries in reciprocal shipping states have enjoyed immediate and significant sales growth following the enactment of reciprocal shipping laws with no measurable impact on larger wholesalers and distributors.

Your Committee adopted the recommendation of the Wine Institute to make technical changes to this measure for clarity.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 630, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 630, S.D. 1.
