Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 606, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO RECYCLED WATER,"

begs leave to report as follows:

The purpose of this bill is to promote the use of recycled water for state and county facilities and improved commercial properties using potable water irrigation systems.

Your Committee notes that, in jurisdictions where comparable laws are in effect, use of recycled water has helped to reduce the use of potable water for non-potable uses and reclaimed water programs have expanded significantly. Your Committee finds that the benefits to the State of water recycling include:

(1) Allowing for better use of existing water resources;

(2) Conservation of the potable water supply;

(3) Decreased water discharge into oceans and streams; and

(4) Decreased pollution of oceans and streams due to water discharge.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 606, S.D. 1, and recommends that it pass Third Reading.
