Sir:

Your Committees on Education and Tourism and Intergovernmental Affairs and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 585 entitled:

"A BILL FOR AN ACT RELATING TO DISASTER RELIEF,"

beg leave to report as follows:

The purpose of this measure is to require all new public school buildings designated by the State or counties as hurricane shelters to be built in accordance with criteria adopted by the adjutant general/director of civil defense.

Your Committees heard testimony in support of the measure from the Department of Education, Civil Defense Agency, County of Hawaii, and a private individual.

Your Committees find that the State has a shortfall of approximately 175,000 public emergency hurricane shelter spaces. For the safety of the general public, this shortfall must be ameliorated. It should be noted, however, that there is no intention that these new criteria should cause additional costs.

Your Committees have amended the measure by extending the deadline after which new public schools must be built according to this new criteria from June 30, 2001, to June 30, 2002; provided that this shall not apply to new school buildings already under design or construction as of June 30, 2002.

As affirmed by the records of votes of the members of your Committees on Education and Tourism and Intergovernmental Affairs and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 585, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 585, S.D. 1, and be referred to the Committee on Ways and Means.
