Your Committees on Education and Labor, to which was referred S.B. No. 584 entitled:
"A BILL FOR AN ACT RELATING TO DEPARTMENT OF EDUCATION PERSONNEL,"
beg leave to report as follows:
The purpose of this measure is to allow the Department of Education to hire former teachers, principals, or vice principals who have retired from state service for hard-to-fill positions.
Testimony in support of the measure was received from the Department of Education and the Hawaii Government Employees Association.
Your Committees find that the measure would address the problem of a system-wide shortage of educational personnel by allowing the Department of Education to rehire these retired educational personnel while they continue to collect retirement benefits. However, if rehired, the educational personnel covered under the measure would not accrue additional retirement benefits based on post-retirement employment.
Your Committees have amended the measure by making technical, nonsubstantive amendments for the purposes of clarity and style.
Your Committees believe that the measure will assist the Department of Education in ensuring that adequate educational personnel are available to staff our public schools.
As affirmed by the records of votes of the members of your Committees on Education and Labor that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 584, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 584, S.D. 1, and be referred to the Committee on Ways and Means.
