Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 570 entitled:
"A BILL FOR AN ACT RELATING TO SUBMISSION OF REPORTS TO THE LEGISLATURE,"
begs leave to report as follows:
The purpose of this measure is to require the legislative reference bureau to track and monitor the submission of annual and other reports to the legislature.
This measure also requires agencies to submit summaries or highlights of each report, and post an electronic copy on the agency's website.
Your Committee received comments on this measure from the Legislative Reference Bureau.
Your Committee finds that there are over two hundred annual reports required by law to be submitted. Additionally, the legislature generally requests or requires an additional one hundred studies and other reports during a legislative session. Unfortunately, legislative requests and directives are frequently ignored, and the legislature has no means to monitor agency compliance on a regular and systematic basis. This measure will address that void and give the legislature a method of keeping track of these reports.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 570 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
