Your Committee on Education, to which was referred S.B. No. 562 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to develop a computerized student tracking system to track all students who are or were enrolled in the public school system in order to chart their progress from kindergarten to graduation from the University of Hawaii.

Your Committee heard testimony in support of the measure from the Department of Education and the University of Hawaii, and in opposition to the measure from the Office of Information Practices.

Your Committee finds that it is difficult for the Department of Education to adequately implement performance standards and prepare students for success at the University of Hawaii without a comprehensive tracking system. By creating such a system, this measure will advance assessment goals and facilitate information sharing between the Department of Education and the University of Hawaii.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 562 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
