Your Committee on Education, to which was referred S.B. No. 528 entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to facilitate the implementation of Statewide Education Performance Standards by making school data more comprehensive and user friendly, and by providing each school with curriculum developers and teacher mentors.

Your Committee heard testimony in support of the measure from the Department of Education and the Hawaii Government Employees Association.

Your Committee finds that this measure would better equip school staff to design and adjust programs, and implement standards, by providing more adequate measurement of performance indicators and demographic data, and more adequate staffing levels.

Your Committee has made technical, nonsubstantive changes to the measure.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 528, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 528, S.D. 1, and be referred to the Committee on Ways and Means.
