Sir:
Your Committees on Labor and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 523 entitled:
"A BILL FOR AN ACT RELATING TO APPOINTED PUBLIC OFFICIALS,"
beg leave to report as follows:
The purpose of this measure is to enable the Board of Education to set the salary of the deputy superintendent of education.
Testimony in support of the measure was received from the Board of Education.
Your Committees find that under existing law, the salary of the deputy superintendent of education is the only administrative personnel position of the Department of Education whose salary is not set by the Board of Education. All other administrative personnel, such as the superintendent, assistant superintendents, district superintendents, and deputy district superintendents, either have their salaries determined by the Board of Education or have their salaries statutorily set within the jurisdiction of Title 18, Hawaii Revised Statutes, relating to education.
In light of this finding, your Committees believe that the Board of Education should have uniform jurisdiction over determining the compensation of the administrative personnel of the Department of Education.
As affirmed by the records of votes of the members of your Committees on Labor and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 523 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
