Sir:
Your Committees on Economic Development and Technology and Water, Land, Energy and Environment, to which was referred S.B. No. 519 entitled:
"A BILL FOR AN ACT RELATING TO KAILUA/WAIMANALO BAY,"
beg leave to report as follows:
The purpose of this measure is to create a Kailua/Waimanalo Bay task force administratively attached to the Office of Planning, develop a comprehensive Kailua/Waimanalo Bay master plan, set membership, and appropriate $200,000 towards these efforts.
Your Committees received testimony in favor of the intent of the measure from the Department of Business, Economic Development, and Tourism. Testimony in opposition was received from the Department of Health, and the Board of Land and Natural Resources, and comments on this measure were received from the Environmental Center of the University of Hawaii at Manoa.
Your Committees adopted the recommendation of the Department of Business, Economic Development, and Tourism by amending section 7 of the measure to insert $200,000 as the amount of the appropriation.
As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Water, Land, Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 519, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 519, S.D. 1, and be referred to the Committee on Ways and Means.
