Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 505, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE UNIVERSITY OF HAWAII,"
begs leave to report as follows:
The purpose of this measure is to provide tuition waivers to undergraduate and graduate students at the University of Hawaii who pursue an academic curriculum that would qualify them as special education teachers or school administrators in Hawaii's public schools.
In addition, this measure:
(1) Requires an applicant to agree in writing that the applicant will:
(A) Pursue a field of study leading to a degree in special education or educational administration; and
(B) Seek and maintain employment in the applicant's chosen field of study for a period of not less than five years in any public school within the State;
(2) Requires the Board of Regents of the University of Hawaii to adopt as rules:
(A) Criteria for fulfilling an applicant’s obligation to teach or serve as a school administrator; and
(B) Payback criteria and procedures for applicants who do not fulfill their obligation to teach special education or work as school administrators; and
(3) Appropriates an unspecified sum to the University of Hawaii for fiscal year 2001-2002 to provide these tuition waivers.
Your Committee has amended this measure by:
(1) Clarifying that the tuition waiver program applies specifically to school administrators and not to educational officers in general;
(2) Changing the sum appropriated for tuition waivers from a blank amount to $1; and
(3) Making technical nonsubstantive changes for purposes of clarity and style.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 505, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 505, S.D. 2.
