Sir:

Your Committee on Labor, to which was referred S.B. No. 499 entitled:

"A BILL FOR AN ACT RELATING TO LEAVE SHARING,"

begs leave to report as follows:

The purpose of this measure is to clearly enable the Legislature to establish a leave sharing program for its employees.

Your Committee finds that the measure would provide explicit authority to the either house of the Legislature, its service agencies, or any combination thereof, to establish a leave sharing program to benefit employees who are in need of paid leave for qualified personal or medical reasons.

This would be accomplished by allowing legislative employees to donate accumulated vacation leave into a pool for use by other employees in qualified circumstances who do not possess sufficient leave on their own.

Your Committee has amended the measure to conform the leave sharing provisions of Act 253, Session Laws of Hawaii 2000 (Civil Service Reform Act), to this measure, since the section of law that the measure amends is to be repealed on July 1, 2002.

Your Committee believes that the measure provides access to the same leave sharing benefits that other public employees currently possess.

As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 499, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 499, S.D. 1, and be referred to the Committee on Ways and Means.
