Sir:

Your Committee on Commerce, Consumer Protection and Housing, to which was referred S.B. No. 48, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO PUBLIC LANDS,"

begs leave to report as follows:

The purpose of this measure is to provide for a fifteen-year lease extension for the ranchers who were affected by the Saddle Road widening on the County of Hawaii.

Testimony in support of this measure was submitted by KK Ranch, Inc., Parker Ranch, and Hawaii Cattlemen's Council, Inc. Testimony in opposition to this measure was submitted by the Board of Land and Natural Resources.

Your Committee finds that when Saddle Road was widened, numerous ranchers were affected by the significant loss of leased lands and had to reduce the size of their cattle herd. Your Committee believes that these ranchers should be given extended leases to justify the needed capital improvements on remaining lands to make up for the lost income from acreage returned to the Department of Land and Natural Resources.

As affirmed by the record of votes of the members of your Committee on Commerce, Consumer Protection and Housing that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 48, S.D. 1, and recommends that it pass Third Reading.
