Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 41 entitled:

"A BILL FOR AN ACT RELATING TO CONSERVATION,"

begs leave to report as follows:

The purpose of this measure is to reestablish the Youth Conservation Corps in the Department of Land and Natural Resources.

The bill also earmarks part of the proceeds deposited into the Natural Area Reserve Fund (via the conveyance tax under section 247-7, Hawaii Revised Statutes) to the Youth Conservation Corps and makes a blank appropriation from the Natural Area Reserve Fund to the Youth Conservation Corps.

Your Committee finds that the Department of Land and Natural Resources has successfully supported the Youth Conservation Corps for the past five years. The Corps provides Hawaii's youth with new opportunities, teaching them about the State's unique natural history and directing them toward careers in conservation.

Your Committee received favorable testimony from the Department of Land and Natural Resources.

Your Committee has amended the bill by making a technical change that has no substantive effect.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 41, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 41, S.D. 1.
