Your Committee on Health and Human Services, to which was referred S.B. No. 400 entitled:

"A BILL FOR AN ACT RELATING TO THE ELDERLY,"

begs leave to report as follows:

The purpose of this short form bill is to amend the laws relating to elderly.

Your Committee has amended this bill by inserting a measure that creates a criminal offense of elder and dependent adult abuse in the first, second, third, and forth degrees. This measure also establishes penalties.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the action to report out S.B. No. 400, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 400, S.D. 1, and be recommitted to the Committee on Health and Human Services, for further consideration.
