Your Committee on Health and Human Services, to which was recommitted S.B. No. 394, S.D. 1, entitled:

begs leave to report as follows:

The purpose of this measure is to appropriate moneys for various human services purchase of services and grants in aid.

Testimony in support of this measure was submitted by the Department of Human Services, Department of Health, the Judiciary, and forty-three organizations and private citizens.

Your Committee believes that all these appropriation are worthy programs. However, Your Committee wishes to communicate that with Hawaii's current economic situation the Committee on Ways and Means will be making the ultimate decision in the Senate as to which program will be funded and with what appropriated amount.

This measure was amended by inserting appropriations for the Family Support Center, Homeless Funding, Hawaii Intergenerational network, amending the Blue Print for Change appropriation and placing it in the grants in aids section, and deleting the respite Care programs and placing it in another measure.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 394, S.D. 1, as amended herein, and recommends that it be referred to the Committee on Ways and Means in the form attached hereto as S.B. No. 394, S.D. 2.
