Sir:

Your Committee on Health and Human Services, to which was recommitted S.B. No. 390, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO HEALTH,"

begs leave to report as follows:

The purpose of this measure is to appropriate moneys for various health related purchases of services and grants in aid.

Testimony in support of this measure was submitted by the Department of Health, State Planning Council on Developmental Disabilities, Disability and Communication Access Board, Honolulu Emergency Service Department and forty-nine organizations and private citizens.

Your Committee has amended this measure by inserting two new Respite appropriations, making additional appropriations for ambulance and emergency medical services, and making technical, nonsubstantive amendments.

Your Committee believes that all these appropriation are worthy programs. However, your Committee wishes to communicate that with Hawaii's current economic situation the Committee on Ways and Means will be making the ultimate decision in the Senate as to which program will be funded and with what appropriated amount.

As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 390, S.D. 1, as amended herein, and recommends that it be referred to the Committee on Ways and Means in the form attached hereto as S.B. No. 390, S.D. 2.
