Your Committees on Education and Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 30 entitled:
"A BILL FOR AN ACT RELATING TO THE JUNIOR RESERVE OFFICERS' TRAINING CORPS,"
beg leave to report as follows:
The purpose of this measure is to appropriate money to support the Junior Reserve Officers' Training Corps program at Waiakea High School.
Your Committees heard testimony in support of the measure from the Department of Education, current and former administrators of Waiakea High School, a retired Lieutenant Commander of the United States Navy, and a member of the Waiakea High School Parent Community Networking Center.
Your Committees find that the Junior Reserve Officers' Training Corps program is a valuable means of promoting good citizenship, personal responsibility, and service to country.
Your Committees have amended this measure by reducing the appropriation amount from $40,000 to $0, to allow the Ways and Means Committee to insert the appropriate amount. In addition, technical, nonsubstantive amendments were made for clarity.
As affirmed by the records of votes of the members of your Committees on Education and Transportation, Military Affairs and Government Operations that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 30, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 30, S.D. 1, and be referred to the Committee on Ways and Means.
