Your Committee on Labor, to which was referred S.B. No. 28 entitled:
"A BILL FOR AN ACT RELATING TO DISLOCATED WORKERS,"
begs leave to report as follows:
The purpose of this measure is to extend the advance notification time period an employer must adhere to prior to implementing a closure, partial closure, or relocation of a business from forty-five to ninety days.
Testimony in support of the measure was received from the Hawaii State AFL-CIO and the ILWU Local 142. Testimony in opposition to the measure was received from the Department of Labor and Industrial Relations.
Your Committee finds that providing employees with more time to plan for future employment or to seek retraining opportunities prior to the closure, partial closure, or relocation of their place of employment would mitigate the adverse effects of their impending job loss.
As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 28 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
