Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 221, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO AGRICULTURE,"

begs leave to report as follows:

The purpose of this measure is to delay, until July 1, 2005, the operation of a law that will designate the members of the Board of Agriculture as the board of directors of the Agribusiness Development Corporation beginning July 1, 2001.

In addition, this measure appropriates funds to the Department of Agriculture for various agricultural projects.

Five new members were appointed to the board of directors of the Agribusiness Development Corporation in September 1999. This new leadership will require additional time to implement its policies and to make a successful transition to the Board of Agriculture.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 221, S.D. 1, and recommends that it pass Third Reading.
