Sir:

Your Committee on Judiciary, to which was referred S.B. No. 212 entitled:

"A BILL FOR AN ACT RELATING TO TEMPORARY INSTRUCTION PERMIT,"

begs leave to report as follows:

The purpose of this measure is to increase the term of validity of a temporary instruction driving permit from six months to one year.

Your Committee received testimony in support of this measure from the Department of Transportation, Honolulu Department of Customer Services, the Honolulu Police Department (HPD), and State Farm Insurance Company.

Your Committee agrees that increasing the term of a learner's permit makes administrative and practical sense. By extending the term of the learner's permit to one year, minors will be able to gain more driving experience prior to taking their practical road test. Increasing the term of the learner's permit will also reduce the number of minors who are forced to renew their learner's permit if they are unable to obtain their driver's license within six months of obtaining their permit.

Your Committee has amended this measure on the recommendation of the HPD to require a skills test after one year of a permit for a class 1 or 2 temporary instruction permit, without distinction as to motorcycle or motor scooter.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 212, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 212, S.D. 1.
