Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 207 entitled:

"A BILL FOR AN ACT RELATING TO INTERISLAND VEHICLE TRANSFERS,"

begs leave to report as follows:

The purpose of this measure is to eliminate the requirement of written consent from the legal owner of a vehicle in order to transfer the vehicle between islands, and to require that a carrier retains certain records related to shipped vehicles.

Testimony in support of this measure was received from Young Brothers, Limited, a common carrier operating in the State. The Hawaii Bankers Association and the Hawaii Credit Union League submitted comments.

Your Committee finds that this measure would ease the administrative burden involved with shipping a vehicle between islands. Often it is difficult to obtain written consent from the legal owner of a vehicle to be shipped, particularly for new or recently transferred vehicles.

At the same time, your Committee finds that the provisions requiring carriers to retain records of shipped vehicles and to make those records available for inspection alleviate any concern that removing the written consent requirement will somehow facilitate interisland transport of stolen vehicles.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 207 and recommends that it pass Second Reading and be referred to the Committee on Commerce, Consumer Protection and Housing.
