Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 206 entitled:
"A BILL FOR AN ACT RELATING TO WHARFAGE,"
begs leave to report as follows:
The purpose of this measure is to authorize the Department of Transportation to fix wharfage rates and charges for incoming domestic overseas cargo, incoming foreign overseas cargo, and outgoing overseas cargo.
Furthermore, this measure authorizes the Department to establish interisland and intraisland incoming and outgoing wharfage rates that are fairly applied to all incoming and outgoing interisland and intraisland cargo.
Your Committee finds that this measure is necessary to protect local merchants and manufacturers against the discriminatory effect of waiving the wharfage fees on domestic overseas and foreign cargo transshipped to the neighbor islands through Honolulu on through bills of lading.
Your Committee has amended this measure by changing the effective date to July 1, 2999, to make the bill defective for the purpose of promoting continuing discussion.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 206, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 206, S.D. 1.
