Your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs, to which was referred S.B. No. 205 entitled:

"A BILL FOR AN ACT RELATING TO LICENSE PLATES,"

beg leave to report as follows:

The purpose of this measure is to add veterans of the Persian Gulf conflict to the list of persons eligible to receive special veterans license plates.

Your Committees received testimony in support of this measure from the Office of Veterans' Services, and from three veterans of the Persian Gulf conflict. The Department of Customer Services of the City and County of Honolulu submitted testimony with no objections to this measure.

Your Committees find that special veterans license plates are designed to honor those who bravely served the United States to defend the principles of freedom and democracy. As such, your Committees find that veterans of the Persian Gulf conflict are deserving of this honor, and should rightfully be eligible for special license plates.

Your Committees amended the effective date of this measure to delay its implementation until October 1, 2001, to give the counties sufficient time to prepare for this change.

As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Tourism and Intergovernmental Affairs that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 205, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 205, S.D. 1, and be referred to the Committee on Ways and Means.
