Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 18 entitled:

"A BILL FOR AN ACT MAKING APPROPRIATIONS FOR SALARY INCREASES FOR PUBLIC EMPLOYEES,"

begs leave to report as follows:

The purpose of this measure is to fund all collective bargaining cost items in the arbitration award for collective bargaining units 2, 3, 4, 6, 8, 9, and 13.

In addition, this measure funds the salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees who are excluded from collective bargaining and under the same compensation plans as those officers and employees within collective bargaining units 2, 3, 4, 6, 8, 9, and 13.

Your Committee notes that the following collective bargaining units, represented by the Hawaii Government Employees Association, gave up the right to strike in exchange for mandatory arbitration:

(2) Supervisory employees in blue-collar positions;

(3) Nonsupervisory employees in white-collar positions;

(4) Supervisory employees in white-collar positions;

(6) Educational officers and other personnel of the department of education under the same salary schedule;

(8) Personnel of the University of Hawaii and the community college system, other than faculty;

(9) Registered professional nurses; and

(13) Professional and scientific employees, other than registered professional nurses.

Your Committee has amended this measure by:

(1) Adding a provision to fund all collective bargaining cost items in the arbitration award for state employees in collective bargaining units 2, 3, 4, 6, 8, 9, and 13 assigned to the Hawaii Health Systems Corporation; and

(2) Making technical nonsubstantive changes for purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 18, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 18, S.D. 1.
