Your Committees on Transportation, Military Affairs and Government Operations and Water, Land, Energy and Environment, to which was referred S.B. No. 185 entitled:
"A BILL FOR AN ACT RELATING TO FISHING,"
beg leave to report as follows:
The purpose of this measure is to enhance net fishing regulations at Nawiliwili harbor, Port Allen harbor, Hanalei bay, Wai'eli bay, Hanamaulu bay, and Kahului and Honolulu harbors.
Your Committees received testimony in support of this measure from five individuals. The Department of Land and Natural Resources (DLNR) submitted testimony in opposition.
Your Committees find that DLNR has just completed statewide community meetings to discuss a management plan for akule fishing and has begun drafting administrative rules that would implement provisions of the plan. While your Committee supports these efforts, the rules procedure is a lengthy one, and this measure is intended to provide some relief during that process.
Your Committees have amended this measure to exempt a person fishing from a non-motorized boat of sixteen feet or less.
As affirmed by the records of votes of the members of your Committees on Transportation, Military Affairs and Government Operations and Water, Land, Energy and Environment that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 185, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 185, S.D. 1, and be placed on the calendar for Third Reading.
