Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1624 entitled:

"A BILL FOR AN ACT RELATING TO TRAFFIC VIOLATIONS,"

begs leave to report as follows:

The purpose of this measure is to expand the definition of reckless driving.

Testimony in support of this measure was submitted by the Department of Transportation and the Police Department, City and County of Honolulu.

Your Committee finds that aggressive driving and road rage are growing concerns of Hawaii's roadways. Your Committee further finds that failing to yield the right-of-way; following too close; disregarding traffic signs or signals; making improper lane changes, turns, and passing; and speeding are contributing factors in more than 16,000 major motor vehicle collisions each year in this State. Thus, your Committee believes that this measure will send a very important message and hopefully reduce the incidence of aggressive driving.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1624 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
