STAND. COM. REP. NO. 11

Honolulu, Hawaii

, 2001

RE: S.B. No. 160

Honorable Robert Bunda

President of the Senate

Twenty-First State Legislature

Regular Session of 2001

State of Hawaii

Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 160 entitled:

"A BILL FOR AN ACT RELATING TO SPEEDING,"

begs leave to report as follows:

The purpose of this measure is to require the department of transportation and the counties to establish maximum speed limits for school zones and construction zones within their jurisdiction, and to provide stiff fines for violators of those limits.

Your Committee received testimony in support of this measure from the department of transportation, the department of education, the Honolulu police department, the Hawaii Congress of Parents, Teachers, and Students, and the SAFE community of Maui.

Your Committee finds that this measure would greatly increase the safety of students and other pedestrians in and around our schools, as well as the safety of construction workers near their work sites. Existing law does not provide for the establishment of speed limits especially for school zones.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 160 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.

Respectfully submitted on behalf of the members of the Committee on Transportation, Military Affairs and Government Operations,
