Sir:
Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1605 entitled:
"A BILL FOR AN ACT RELATING TO THE STATEWIDE TRAFFIC CODE,"
begs leave to report as follows:
The purpose of this measure is to specify that the fine for driving a moped without a driver's license is a maximum $1,000 fine or 30 days in prison, or both.
Your Committee received oral testimony in favor of this measure from the City and County of Honolulu Police Department.
Your Committee finds that clarification of possible penalties is necessary to deter nonlicensed drivers from driving mopeds on State highways and streets.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1605 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
