Sir:
Your Committee on Judiciary, to which was referred S.B. No. 1604 entitled:
"A BILL FOR AN ACT RELATING TO NUISANCE ABATEMENT,"
begs leave to report as follows:
The purpose of this measure is to add to the list of places that constitute a nuisance places used for cruelty to animals violations.
Your Committee received testimony in favor of this measure from the Honolulu Police Department.
Your Committee finds that gambling or cockfighting related activities draw large crowds of people, which in turn, cause various problems for the area including, traffic, noise, litter, and illegal parking in the neighborhoods. This measure would help law enforcement agencies to shut down these types of activities.
As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1604 and recommends that it pass Second Reading and be placed on the calendar for Third Reading.
