Sir:

Your Committees on Tourism and Intergovernmental Affairs and Judiciary, to which was referred S.B. No. 1596 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION TO THE HONOLULU POLICE DEPARTMENT,"

beg leave to report as follows:

The purpose of this measure is to appropriate $250,000 for the Honolulu Police Department to commence its role as the state control terminal agency for the national crime information center in Hawaii.

Your Committees received testimony in support of this measure from the Attorney General, Department of Accounting and General Services, City and County of Honolulu Department of the Prosecuting Attorney, County of Maui Department of the Prosecuting Attorney, and the Police Departments of each county.

Your Committees find that in 1986 there were twelve agencies and approximately 150 users statewide of the national crime information center and the national law enforcement telecommunications system, and that the operational costs were minimal. System use has increased dramatically, and currently there are approximately fifty agencies and 2,000 users. The monthly average for criminal history checks has grown from 700 in 1986 to 2,400 last year. For the same period, wanted person inquiries have jumped from 1,150 to 2,770, and stolen firearms inquiries have increased ten per cent.

Your Committees further find that the State has joined the federal government, the Judiciary, and the counties in a long-term planning project to integrate criminal justice information, and has initiated a process to acquire the infrastructure necessary. This measure would provide support for the current work of the Honolulu Police Department and contribute to the long-term efforts, as well.

As affirmed by the records of votes of the members of your Committees on Tourism and Intergovernmental Affairs and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1596 and recommend that it pass Second Reading and be referred to the Committee on Ways and Means.
