Sir:

Your Committee on Judiciary, to which was referred S.B. No. 1573 entitled:

"A BILL FOR AN ACT AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION BONDS AND MAKING AN APPROPRIATION FOR WAIAWA CORRECTIONAL FACILITY,"

begs leave to report as follows:

The purpose of this measure is to authorize the issuance of general obligation bonds and making an appropriation for the Waiawa Correctional Facility.

Your Committee received testimony in support of this measure from the Department of Public Safety (PSD).

This measure funds the design and construction of a facility to accommodate two hundred additional inmates.

Your Committee has amended this measure by:

(1) Authorizing the issuance of $17,200,000 in general obligation bonds; and

(2) Adding a purpose clause to express the intent of the legislature that the appropriations be used for development of an alternative program and design and construction of a boot camp facility at Waiawa.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1573, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1573, S.D. 1, and be referred to the Committee on Ways and Means.
