Your Committee on Water, Land, Energy and Environment, to which was referred S.B. No. 1561 entitled:
"A BILL FOR AN ACT RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS,"
begs leave to report as follows:
The purpose of this measure is to issue special purpose revenue bonds to assist Central Kauai Sanitary Landfill, LLC, in developing a private landfill on the island of Kauai.
Your Committee received testimony in favor of this measure from the Central Kauai Sanitary Landfill, LLC. The Department of Budget and Finance submitted comments on this measure.
Your Committee finds that the Kekaha landfill on Kauai, the island's only landfill, is nearing capacity and will reach capacity in approximately two years. Construction of a new landfill needs to begin immediately in order to be in operation by the time the Kekaha landfill reaches capacity. Your Committee finds that the privately operated landfill proposed by Central Kauai Sanitary Landfill, LLC, provides an appropriate and cost-effective solution to this problem. Therefore, the issuance of special purpose revenue bonds for the proposed landfill pursuant to this measure is in the public interest and is beneficial to the public health, safety, and general welfare.
As affirmed by the record of votes of the members of your Committee on Water, Land, Energy and Environment that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1561 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
