Your Committee on Ways and Means, to which was referred S.B. No. 1561 entitled:
"A BILL FOR AN ACT RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS,"
begs leave to report as follows:
The purpose of this measure is to authorize the issuance of $5,000,000 in special purpose revenue bonds for Central Kauai Sanitary Landfill, LLC.
Your Committee finds that Kekaha Landfill is the only sanitary landfill serving the needs of Kauai residents. Kekaha Landfill, however, is nearing capacity and the island is in need of another landfill.
This bill would assist Central Kauai Sanitary Landfill, LLC, to continue to develop a privately operated landfill closer to the centrally located town of Lihue. A new landfill in Lihue would provide a more convenient location for residents, reduce hauling and user costs, and generate new construction and engineering work on Kauai.
Your Committee received favorable testimony from Central Kauai Sanitary Landfill, LLC, and also received comments from the Department of Budget and Finance.
Your Committee has amended the bill by making technical amendments that have no substantive effect.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1561, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1561, S.D. 1.
