Your Committee on Tourism and Intergovernmental Affairs, to which was referred S.B. No. 1540 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION TO ESTABLISH A HONOLULU CITY LIGHTS LOOKOUT,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to study the feasibility of creating a Honolulu city lights lookout and rest area.

Your Committee received testimony in favor of this measure from the Department of Land and Natural Resources, Public Utilities Commission, Hawaii Transportation Association, and Tantalus Community Association Board.

Your Committee finds that local and visitor tourism should be encouraged whenever possible. Round Top Drive is a site that attracts numerous people due to its scenic beauty. However, traffic safety and congestion is a concern. A Honolulu city lights lookout may provide a solution.

As affirmed by the record of votes of the members of your Committee on Tourism and Intergovernmental Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1540 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
