Your Committee on Ways and Means, to which was referred S.B. No. 1540 entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION TO ESTABLISH A HONOLULU CITY LIGHTS LOOKOUT,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds to study the feasibility of creating a scenic lookout and rest area in the Round Top Drive area that overlooks Manoa in Honolulu.
Your Committee finds that the scenic beauty of Honolulu, as viewed from the area of Round Top Drive that overlooks Manoa, is enjoyed by visitors and residents alike. Unfortunately, the popularity of this scenic attraction creates traffic congestion and safety hazards for area residents as well as those who come to enjoy the view. A rest stop or turn around area to accommodate the traffic may be necessary to improve the safety and convenience of both residents and visitors. Your Committee finds that the feasibility study proposed in this bill would resolve this issue.
Your Committee has amended the bill to change the amount appropriated to $1.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1540, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1540, S.D. 1.
