Sir:

Your Committees on Economic Development and Technology and Commerce, Consumer Protection and Housing, to which was referred S.B. No. 1501 entitled:

"A BILL FOR AN ACT RELATING TO KAKAAKO COMMUNITY DEVELOPMENT,"

beg leave to report as follows:

The purpose of this measure is to require the Hawaii Community Development Authority to contract with a nonprofit organization for the purpose of organizing a multicultural village at Kakaako.

Your Committees received testimony in favor of this measure from the Korean American Society of Hawaii, the Hawaiian Chinese Multicultural Museum & Archives, and the Samoan Service Providers Association. Your Committees received comments on this measure from the Hawaii Community Development Authority.

Your Committees find that Kakaako has the potential to develop economically into a place where Hawaii residents, businesses, and tourists can all benefit. However, the legislature recognizes that in order to create a perfect balance, there needs to be oversight and organization in its economic development.

Your Committees amended this measure by including an ocean park and the Bishop Museum in the development of Kakaako. The purpose of this amendment is to create a diverse development for Kakaako.

As affirmed by the records of votes of the members of your Committees on Economic Development and Technology and Commerce, Consumer Protection and Housing that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1501, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1501, S.D. 1, and be referred to the Committee on Ways and Means.
