Your Committee on Economic Development and Technology, to which was referred S.B. No. 1500 entitled:
"A BILL FOR AN ACT RELATING TO PRESERVING AND MAINTAINING HISTORIC IRWIN MEMORIAL PARK AS A LANDSCAPED STREET-LEVEL OPEN SPACE GATEWAY TO THE HONOLULU WATERFRONT,"
begs leave to report as follows:
The purpose of this measure is to require the Aloha Tower Development Corporation to retain and maintain Irwin Memorial park, subject to reservations and conditions set forth by Helene Irwin Fagan, and to preserve and maintain the existing historic landscape features as a street-level public open space.
Your Committee received testimony from Hawaii's Thousand Friends, Na Leo Pohai, and Scenic Hawaii Inc. Your Committee received testimony opposing this measure from Aloha Tower Development Corporation, and Aloha Tower Marketplace.
Your Committee finds that Irwin Memorial Park was donated to the Territory of Hawaii in 1930 by Helene Irwin Fagan in memory of her father. Luckily she had the foresight to limit the use of this open space as a park and a memorial only. According to the deed, should the land be used for other purposes, ownership reverts to her heirs. The park's restoration is not only in keeping with Mrs. Fagan's ideals but also with the Historic Preservation Board's listing of the park on Hawaii's Register of Historic Places.
As affirmed by the record of votes of the members of your Committee on Economic Development and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1500 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
