Sir:

Your Committee on Judiciary, to which was referred S.B. No. 1414 entitled:

"A BILL FOR AN ACT MAKING APPROPRIATIONS FOR UNIFORM LAWS,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds for the State of Hawaii's annual contribution to the costs of the National Conference of Commissioners on Uniform State Laws (NCCUSL), and for the Department of the Attorney General to send a representative to the 2001 NCCUSL annual meeting.

Your Committee finds that NCCUSL, an organization that is over one hundred years old, is a unique institution created to consider state law and to determine in which areas of the law uniformity among the states is important. NCCUSL has been responsible for drafting uniform laws that have either been enacted directly by the states, or have served as a model for state legislation on the subject. The Uniform Commercial Code is one example.

Every state sends representatives to the NCCUSL annual meeting, and each state participates in the research and drafting of uniform legislation on topics where consistency is important.

As a state service organization, NCCUSL depends on contributions from each of the states for its economic survival. Each state contributes based on its size and population. Your Committee finds that Hawaii has benefited tremendously from the work of NCCUSL, and the modest appropriation contained in this measure will provide excellent returns.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1414 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
