Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1385 entitled:

"A BILL FOR AN ACT RELATING TO THE SALARY STRUCTURE OF EDUCATIONAL OFFICERS IN THE DEPARTMENT OF EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to implement certain recommendations of the Auditor with respect to inequities in the salary structure of educational officers by requiring the Board of Education to adopt a classification and compensation structure that more accurately reflects the level of work being performed.

In addition, this measure requires the Department of Education to:

(1) Conduct a classification study to ensure that minimum requirements and equivalencies are more in line with the type of work required upon entry into the classification;

(2) Conduct a formal, comprehensive salary survey;

(3) Implement a formal job evaluation methodology that is consistent with the class structure adopted; and

(4) Obtain the assistance of the Department of Human Resources Development in correcting the inequities identified in Auditor's Report No. 00-13 (April 2000).

Your Committee received testimony in support of this measure from the Auditor. The Board of Education supported the intent of this measure; the Hawaii Government Employees Association unconditionally opposed it.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1385 and recommends that it pass Third Reading.
