Your Committee on Ways and Means, to which was referred S.B. No. 1382 entitled:

"A BILL FOR AN ACT RELATING TO STATE OFFICERS AND EMPLOYEES EXCLUDED FROM COLLECTIVE BARGAINING AND MAKING APPROPRIATIONS AND OTHER ADJUSTMENTS,"

begs leave to report as follows:

The purpose of this measure is to provide for salary and benefit cost items for certain excluded employees comparable to public employees of collective bargaining units 3, 4, and 13.

Excluded employees include employees of legislative service agencies, specifically the offices of the Auditor, Ombudsman, Legislative Reference Bureau, and Ethics Commission, all of whom are excluded from collective bargaining.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1382 and recommends that it pass Third Reading.
