Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1361 entitled:

"A BILL FOR AN ACT RELATING TO THE VOLUNTEER INCENTIVE PROGRAM,"

begs leave to report as follows:

The purpose of this measure is to allow a volunteer who provides uncompensated services at a public school to deduct, from the volunteer's gross income for the relevant taxable year, the amount of $1 for every hour volunteered at the public school, up to $400.

In addition, this measure:

(1) Creates a volunteer incentive program in the Department of Education to encourage individuals and entities to provide uncompensated volunteer services that benefit public schools;

(2) Requires the Department of Education to make quarterly payments to each school that participates in the volunteer incentive program, an amount equal to $1 for every hour of uncompensated volunteer service contributed to the school, up to $4,800 per fiscal year; and

(3) Appropriates funds to the Department of Education for fiscal year 2001-2002, for the creation and continued development of the volunteer incentive program, including program implementation and administration, and quarterly payments to participating schools.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1361 and recommends that it pass Third Reading.
