Sir:

Your Committee on Education, to which was referred S.B. No. 1361 entitled:

"A BILL FOR AN ACT RELATING TO THE VOLUNTEER INCENTIVE PROGRAM,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to create a Volunteer Incentives Program within the Department of Education.

This measure also provides for income tax deductions for private individuals/entities for services provided to public schools. Schools will receive quarterly payments based on volunteer services received. Volunteer services are accounted for at $1 per volunteer hour.

Your Committee received testimony in favor of this measure from the Department of Accounting and General Services and the Department of Education. The Department of Taxation submitted testimony opposing the measure.

Your Committee finds that encouraging private individuals to volunteer their services to assist classroom teachers and to perform repair and maintenance work at schools is in the best interests of the State and the Department of Education.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B.

No. 1361 and recommends that it pass Second Reading and be referred to the Committee on Ways and Means.
