Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1325, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO CONVEYANCE TAX,"

begs leave to report as follows:

The purpose of this measure is to provide a dedicated source of state funding to assist the homeless.

Your Committee finds that providing services for the homeless has not been without its problems. Funding for the homeless has steadily declined over the past few years due to competing budgetary interests vying for limited state funds during austere economic times.

This bill assures consistent and dependable funding to assist the homeless by dedicating twenty-five per cent of the conveyance tax to the Housing and Community Development Corporation of Hawaii for the purpose of providing homeless assistance.

Your Committee has amended the bill by:

(1) Changing the percentage of conveyance tax revenues:

(A) Paid into the rental housing trust fund from twelve and one-half per cent to twenty-five per cent;

(B) Dedicated to providing homeless assistance to an unspecified percentage; and

(2) Making a technical change that has no substantive effect.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1325, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1325, S.D. 2.
