Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1317 entitled:

"A BILL FOR AN ACT RELATING TO THE FILING DATE OF ANNUAL FINANCIAL INTERESTS DISCLOSURE STATEMENTS,"

begs leave to report as follows:

The purpose of this measure is to change the deadline for reporting disclosure of financial interest from May 31 to May 15 of each year.

Your Committee received testimony in support of this measure from the Hawaii State Ethics Commission (Commission).

According to testimony of the Commission, around May 31 each year, it is overburdened with filings of lobbying expenditure statements and financial interest disclosures. To ease its clerical burden, the Commission feels that moving the deadline up by two weeks would be of assistance.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1317 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.
