Sir:

Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1299 entitled:

"A BILL FOR AN ACT RELATING TO WATER SUPPLY BOARDS,"

begs leave to report as follows:

The purpose of this measure is to authorize the county water authorities to assess, impose, levy, and collect impact fees for any development involving water supply or service.

Your Committee received testimony supporting this measure from the Board of Water Supply of the City and County of Honolulu, Department of Water Supply of the County of Maui, and Department of Water of the County of Kauai.

Your Committee finds that the respective county water authorities are of a semi-autonomous nature and should be encouraged to be self-supporting. By this measure, the county water authorities themselves will be able to fund all or a portion of the public water system improvements associated with a new development.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1299 and recommends that it pass Second Reading and be referred to the Committee on Tourism and Intergovernmental Affairs.
