Your Committee on Ways and Means, to which was referred S.B. No. 127, S.D. 1, entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE IMPROVEMENT AND MAINTENANCE OF STUDENT LAVATORIES IN ALL HAWAII PUBLIC SCHOOLS,"

begs leave to report as follows:

The purpose of this measure is to appropriate an unspecified amount of general funds to the Department of Education for the timely upkeep of school lavatories.

Additionally, this measure requires school principals to assist their student councils in volunteering students to inspect and report on bathroom conditions.

Your Committee finds that the availability of clean restroom facilities is fundamental to protecting the health of Hawaii's children. Your Committee also finds that student cooperation in bathroom inspection and reporting will mitigate the effects of vandalism in bathroom facilities.

Your Committee has amended this measure by making technical nonsubstantive amendments.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 127, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 127, S.D. 2.
