Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1275 entitled:
"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR IMPROVEMENTS TO PIILANI HIGHWAY,"
begs leave to report as follows:
The purpose of this measure is to appropriate funds for improvements to Piilani Highway on the island of Maui.
Your Committee received testimony in support of this measure from the Department of Transportation, the Office of the Mayor of Maui County, Wailea 670 Associates, the Maui Hotel Association, and Makena Resort Corporation.
Your Committee finds that Piilani Highway is continually congested with traffic. Maui's growing population and its popularity as a visitor destination have produced a dramatic increase in the number of registered vehicles there in recent years. Residents and visitors alike are perpetually caught in traffic jams on Piilani Highway, which disrupts daily life and causes immense frustration.
Your Committee agrees that Piilani Highway must be both expanded and improved, and that this measure is appropriate at this time. Your Committee is unaware, however, of the extent of expansion and improvements needed, and the amount of funding required. Therefore, your Committee has amended this measure to leave the appropriation amount blank for determination by the Committee on Ways and Means.
As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1275, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1275, S.D. 1, and be referred to the Committee on Ways and Means.
