Your Committee on Ways and Means, to which was referred S.B. No. 1215, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO REHIRING RETIRED TEACHERS IN THE DEPARTMENT OF EDUCATIOn,"

begs leave to report as follows:

The purpose of this measure is to allow the Department of Education to rehire retired teachers in areas of Hawaii where there is a teacher shortage.

Your Committee finds that each year Hawaii's education system faces a critical teacher shortage in certain districts that could be partially remedied by rehiring retired teachers in part-time, mentoring, or full-time teaching roles. Retired teachers have many knowledgeable skills that could prove invaluable to students and new teachers alike, whether the skills are in subject content or classroom management.

Your Committee has amended this bill by changing the date by which the Department of Education may start this employment process from July 1, 2002 to July 1, 2001 and by making technical nonsubstantive amendments to reflect proper drafting style.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1215, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1215, S.D. 2.
