Your Committee on Education, to which was referred S.B. No. 1213 entitled:

"A BILL FOR AN ACT MAKING AN APPROPRIATION FOR THE ESTABLISHMENT AND CONTINUATION OF PROFESSIONAL DEVELOPMENT SCHOOL,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to develop and establish professional development schools in Hawaii public schools to provide professional training for preservice teachers.

Your Committee received testimony in support of this measure from the Office of the Lieutenant Governor of Hawaii, Department of Education, Hawaii State Teachers Association, Hawaii Congress of Parents, Teachers and Students, Hawaii Association of Independent Schools, and one individual. One individual submitted testimony in opposition to this measure.

Your Committee finds that quality teachers are the key to ensuring that students obtain a quality education. In public development schools, classroom teachers and university faculty work as a team to educate K-12 students and college students studying to become teachers. As a result, preservice teachers receive hands-on clinical training and the K-12 students obtain additional teacher attention. Your Committee finds that the establishment and development of professional development schools in Hawaii public schools, as provided in this measure, will improve the quality of public education.

Your Committee has amended this measure by:

(1) Broadening the definition of "professional development schools" to include a consortia of schools or departments within schools;

(2) Replacing the sums appropriated by this measure with $0; and

(3) Making technical, nonsubstantive amendments.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1213, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1213, S.D. 1, and be referred to the Committee on Ways and Means.
