Your Committee on Transportation, Military Affairs and Government Operations, to which was referred S.B. No. 1203 entitled:

"A BILL FOR AN ACT RELATING TO INCREASING DEVELOPMENT FLEXIBILITY OF PUBLIC LANDS,"

begs leave to report as follows:

The purpose of this measure is to allow the negotiated disposition of public lands that are airport related.

Your Committee received testimony in support of this measure from the Department of Transportation.

Your Committee finds that under current law, the regulation of the development of the Airports Division's lands and facilities is cumbersome and inflexible. This measure is intended to allow the Airports Division more flexibility in leasing airport property, increasing the leasing of vacant properties, and thereby increasing lease revenues to the State.

Your Committee amended this measure to make technical, nonsubstantive changes to reflect preferred drafting style.

As affirmed by the record of votes of the members of your Committee on Transportation, Military Affairs and Government Operations that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1203, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1203, S.D. 1, and be referred to the Committee on Water, Land, Energy and Environment.
